And realistically they WOULD frame it as a bad thing, as genocide. I mean, this is the Federation, and I do prefer to generally follow Roddenberry's rules for a peaceful, kinder future -- if only because it makes stories more complex and interesting when you force yourself to follow somebody else's rules.
I'll have to keep that in mind for future stories, because this Eugenics Wars headcanon is one that I've been playing with a lot -- I like it, in general, because it allows me to explore homophobia and transphobia in Star Trek in a fairly reasonable way. But that textbook aspect is a kink I need to work out.
