Not sure if any of this is in the First Contact handbook but I do enjoy a bit of an unorthodox approach to things. Also, always fun to read these things from an alien's POV.
Given their mission is largely reconnaissance and threat assessment of cultures that are very remote from the Federation, the task force is keeping a very low profile. And in this case, giving Pel a lot of leeway to make first contact the Ferengi way... Thanks!! rbs
